Um decênio das Secretarias de Desenvolvimento Regional em S. Catarina: o que mudou?

Abstract

A partir de alguns indicadores, o artigo tem por objetivo analisar se após um decênio as Secretarias de Desenvolvimento Regional (SDR) em S. Catarina descentralizaram o Produto Interno Bruto (PIB), o PIB per capita, os incentivos fiscais do Programa de Desenvolvimento da Empresa Catarinense e se incorporaram as demandas do Orçamento Regionalizado. Também será averiguado se as SDR estancaram o processo imigratório da região Oeste e Serrana para o litoral, como prometido, como também o perfil do gasto público. Desconsiderando as experiências de descentralização anteriores, os logros até então pretendidos pelas SDR podem ser questionados. A hipótese que partimos é que as SDR não produziram mudanças estruturais na dinâmica do desenvolvimento regional. Optando pela pesquisa bibliográfica, que complementa a pesquisa documental na medida em que atualiza os diversos argumentos sobre o tema examinado, concluímos que as SDR em vez de equalizar acirraram as desigualdades regionais. Por fim, considerando a introdução e a conclusão, o artigo está estruturado em cinco capítulos. Neles discutiremos um breve histórico da descentralização federal e estadual e a política criação das SDR como derivativo da descentralização proposta em 2003.
