Open innovation in the public sector in Minas Gerais: trajectory, challenges and possibilities

Abstract

The article analyzes an open innovation proposal in public management created by the government of Minas Gerais (Brazil), called Movement Minas, with the aim of understand the model bases, its trajectory, challenges and perspectives through qualitative research. Associated with the attempt to appropriate social knowledge for use in the innovation process in public management, the concept and the open innovation practices analyzed in the experiment were not clearly defined and the project faced many problems legitimacy within the government and in society.

Rony Klay Viana de Freitas, Instituto Brasileiro de Geografia e Estatística (IBGE)

Mestre em Administração pela Universidade Federal de Sergipe (UFS), especialista em Gestão Pública e possui graduação em Administração. Atualmente é Analista de Planejamento, Gestão e Infraestrutura do Instituto Brasileiro de Geografia e Estatística - Unidade Estadual da Bahia. Tem interesse de pesquisa nas áreas de inovação e administração pública, inovação e desenvolvimento local/regional, gestão governamental, relação Estado e Sociedade, relação indivíduo e organizações.

Florence Cavalcanti Heber Pedreira de Freitas, Universidade Federal de Sergipe (UFS)

Graduação em Sociologia na Universidade Federal da Bahia (1987), estagio no mestrado em Urbanismo na Universite de Paris XII (Paris-Val-de-Marne) e no Institut des Hautes Études sur la Amerique Latine (1991), mestrado em Administração pela Universidade Federal da Bahia (1991) e doutorado em Administração pela Universidade Federal da Bahia (2000). Foi Coordenadora dos Cursos de Administração das Faculdades Jorge Amado no período de 2001 a 2005 e Diretora Acadêmica das Faculdades Jorge Amado no período de 2006 a 2008. Foi Coordenadora de Educação Continuada do Centro Universitário Jorge Amado, responsável pelos cursos de Pós Graduação e Centro de Carreiras da instituição. Foi membro da Câmara Tecnica de Assessoramento na área de Ciências Sociais Aplicadas da Fundação de Amparo a Pesquisa do Estado da Bahia - FAPESB no período de 2002 a 2008. Atualmente é professora adjunta III (docencia na Graduação e Mestrado em Administração) e pesquisadora na Universidade Federal de Sergipe onde desenvolve pesquisa na área de Organizações e Inovações em Serviços
