Urban mobility plan and the challenges for their preparation: an analysis of the city of Rio de Janeiro state

The objective of this work is to promote a reflection about the problems that arise in the elaboration of Urban Mobility Plans in Brazil, because, although many cities put this proposal into practice, for others, the structure of urban mobility plans committed to sustainability, still represents an obstacle to be overcome in theoretical and practical terms. Therefore, the focus of this study is carried out, especially, in the municipalities of the state of Rio de Janeiro. Therefore, with a methodology based on descriptive and quantitative analysis, it was possible to identify through a questionnaire sent to municipal managers the local reality regarding the proposed theme. To apply the methodology and to guarantee the reliability of the questionnaire, the Alfa Cronbach test was performed with data obtained from 18 municipalities in the state of Rio de Janeiro and, soon after, they are calculated as the frequency of responses, in addition to an analysis statistic. As a result, we sought to highlight some important elements for institutional discussion as part of the strategic planning process for more efficient urban mobility.
