Public innovation policies: A study in underdeveloped locations

This article aims to understand whether state innovation public policies are adequate for the development of underdeveloped localities. Specifically: analyzing innovation policies; identify the development purpose behind the policies; and understand the local development context. The context of application of the study was the State of Sergipe and the research method was the documentary study, using documents available on the IBGE website and on the official websites of the municipalities and State of Sergipe. All policies in effect up to December 2021 were considered. Complementarily, interviews were also conducted with public managers linked to the State secretariats. Evidence was analyzed using qualitative content analysis. The results showed that public innovation policies are not adequate for the context of underdeveloped localities because they do not pay attention to the needs of the population and the local context. As a contribution, it is expected to advance the discussion of innovation policies in underdeveloped contexts and that the insights generated in this article will help policy makers to develop innovation policies that are more aligned with local needs.
