Contrato Social e (Des)Igualdade

Este artigo debate o contrato social mediante uma perspectiva teórica que revela o limite da categoria de igualdade para pautar a ação contemporânea do Estado. A sociedade é desigual e, caso queira superar essa condição, deve exigir que o Estado trate diferente os desiguais, ou seja, as políticas públicas precisam ser segmentadas no intuito de possibilitar que aqueles segmentos sociais historicamente posicionados precariamente, adquiram condições, tornem-se iguais, para terem capacidade de disputar as políticas gerais. A participação democrática, materializada por meio de mecanismos como o Orçamento Participativo, possui condições de cr iar um espaço público de debate e influenciar o Estado a agir de forma desigual, em favor dos mais prejudicados.
