O Inovar-Auto e sua contribuição para o desenvolvimento do setor automotivo – Uma análise com foco regional no Rio Grande do Sul

O Inovar-Auto (IA) é um programa criado pelo governo federal brasileiro para estimular o desenvolvimento de tecnologias, inovação, qualidade, segurança e eficiência energética dos veículos produzidos localmente assim como das indústrias relacionadas ao fornecimento de componentes para a produção de veículos. Este trabalho buscou analisar as transformações provocadas pelo IA através de uma análise da mesma em comparação com políticas anteriores para o desenvolvimento do setor e a identificação dos investimentos anunciados para o setor, dentro de um recorte nacional e de um recorte regional no Estado do Rio Grande do Sul. O recorte regional contou ainda com a análise de um dos projetos anunciados de forma a identificar as motivações para a escolha regional e os potenciais impactos que pode-se esperar do investimento. Através de uma pesquisa teórico-empírica, foi possível constatar que, apesar de se tratar de uma política recente, houve uma aceleração no anúncio de investimentos para o setor e há boas perspectivas para o desenvolvimento do mesmo. Entretanto, pelas características do programa é possível que a capacidade efetivação de inovação nas empresas através de atividades de Pesquisa e Desenvolvimento não se torne de fato efetiva. Enquanto isto, no Rio Grande do Sul, observou-se uma pequena parcela de investimentos decorrente de sua restrita atratividade, o que leva a potencial de impactos positivos no que tange ao segmento de veículos pesados apenas.
