A gestão territorial do Médio Jequitinhonha: entre dificuldades e possibilidades

O presente artigo busca analisar o desempenho e a capacidade institucional do território Médio Jequitinhonha, Nordeste de Minas Gerais, para as ações coletivas que tangenciam as políticas públicas territoriais. Este trabalho é resultado de pesquisa e extensão desenvolvido durante os anos de 2010 a 2013, que teve como objetivo geral assessorar a organização territorial, disponibilizando capacitação para apoiar as iniciativas territoriais, construindo interfaces entre universidade, sociedade e organizações do setor público. As coletas de dados foram realizadas através de entrevistas ao Comitê Gestor e participação em Assembléias Territoriais. O conjunto de resultados encontrados mostrou que o território Médio Jequitinhonha depara-se com uma grande dificuldade: a insuficiência da capacidade de organizar-se, expressar-se. Além desta insuficiência organizativa para a consolidação do território, há outra dificuldade enfrentada: a falta de capacidade institucional, que refere-se à existência de infraestrutura pública para o desenvolvimento de atividades econômicas, sociais, culturais e políticas, no território. Contudo, há uma indicação no resultado do estudo de que o fortalecimento é possível: a pesquisa mostrou que houve fortalecimento das iniciativas públicas não estatais, geridas por associações camponesas, organizações religiosas e não governamentais, que conhecem seu público-alvo, suas demandas e suas condições de negociação com o Estado, mostrando iniciativas voltadas para o desenvolvimento.
