Produtividade dos Gastos Públicos dos Estados Brasileiros: Um Estudo Empírico no Período de 1995 a 2010

Este estudo busco identificar quais os componentes dos gastos realizados pelos estados brasileiros, no período de 1995 a 2010, que tiveram efeitos positivos no crescimento econômico, com base em Devarajan et al. (1996). Utilizando de painel de dados composto pelos gastos públicos e produto interno bruto dos estados brasileiros, foram realizadas estimações lineares e quadráticas de forma agregadas e segmentada em estados desenvolvidos e em desenvolvimento. Os resultados revelam que tomados em conjunto o gasto agregado dos estados brasileiros apresentam-se positivamente relacionados ao crescimento econômico, e por componentes econômicos, mostram-se improdutivos para ambos. Para os estados em desenvolvimento, evidencia-se o impacto positivo sobre o crescimento dos gastos com bens públicos e o impacto negativo do gasto em bens semi-públicos. Sugere-se a necessidade de um melhor dimensionamento na composição dos gastos públicos dos estados brasileiros para a alcançar a maximização de seu potencial de contribuição para o crescimento econômico.
