Abstract

O Banco Nacional de Desenvolvimento Econômico e Social (BNDES) é a principal instituição financeira de desenvolvimento no Brasil, e um dos organismos mais qualificados do Governo Federal para executar a sua política econômica. Nas últimas décadas, o BNDES experimentou profundas mudanças que o levaram primeiro a se converter no principal instrumento executor da política de privatizações dos governos de Collor de Mello, Franco e Cardoso. Posteriormente, o banco retomou um papel mais desenvolvimentista a partir do governo Lula. Estas mudanças serão avaliadas a partir da influência que as distintas estratégias de desenvolvimento adotadas sob o papel do banco, e serão analisadas, ainda, a importância que as políticas internas da instituição tem para influenciar, como contrapeso, tais estratégias. O que será apresentado é que a ação conjunta de políticas internas junto com estratégias de desenvolvimento promovidas pelos diferentes governos são os principais fatores explicativos das variações no papel do banco, na sua trajetória histórica e mais concretamente no tempo recente.

Juan Vicente Bachiller, Universidade Federal Fluminense (UFF), Angra dos Reis

Possui doutorado em Ciência Política, Graduação em História e Diploma de Estudos Avançados (Mestrado), também em História, pela Universidad de Salamanca (Espanha). Os seus interesses de pesquisa estão focados na área de Estrutura e Transformação do Estado, Instituições e Capacidades Estatais, além de Teoria Política Contemporânea. Na atualidade é Professor Adjunto I no Curso de Políticas Públicas da UFF (IEAR-Angra dos Reis)
