A relação entre desenvolvimento, descentralização da gestão ambiental e o licenciamento traz para o debate os desafios do município em tornar-se agente indutor de práticas sustentáveis. Para os estados amazônicos, como o Amapá, a descentralização ambiental tem importância significativa pelas suas dinâmicas socioambientais, enorme biodiversidade e contradições e conflitos no uso dos recursos naturais. Faz-se necessário pensar o território em suas múltiplas escalas, problematizando o local. Neste sentido, o objetivo do artigo é analisar a experiência prática de gestão ambiental descentralizada acontecida no município de Laranjal do Jari (AP), tendo como foco principal o instrumento de licenciamento ambiental. A metodologia utilizada foi a aplicação da abordagem teórica institucionalista a um estudo de caso, desdobrado em levantamento bibliográfico, entrevistas e coleta de dados. Conclui-se que para efetividade do licenciamento ambiental e de outros instrumentos, faz-se necessário a existência de estabilidade política na prefeitura e a busca de políticas e ferramentas de fortalecimento da gestão ambiental local.
