Abstract

This essay aims to foster the debate about the characteristics of the street level bureaucracy from two dissonant public administration models: The New Public Management (NPM) and the New Public Service (NPS). NPM's main objective is to attain a State more efficient using instruments such as the privatization of substantial public functions and the reformulation of the public civil service system. On the other hand, the NPS is an attempt to oppose instrumental rationality, origin of both the bureaucratic model and the managerial model, fetching an administration more democratic. From Lipsky's (2010) perspective, we believe that such bureaucrat establishes himself as a center of political controversy - under pressure of institutional as well as popular character - and that this essay sought to analyze it according to different management paradigms. This study is also based on the perspective of Meneghetti (2011), who finds a theoretical essay as an important instrument that extends interdisciplinarity, considering the essentially polyhedral object to be worked on- the street level bureaucracy - and promotes the construction of knowledge through intersubjective debate among peers.
