A Exclusão Social nos Municípios e Coredes do Rio Grande do Sul Segundo o Índice Social Municipal Ampliado

O Índice Social Municipal Ampliado (Isma) foi construído pela Fundação de Economia e Estatística (FEE)
a partir de uma ampla pesquisa de variáveis disponíveis, selecionando-se as mais representativas das condições socioeconômicas e passíveis de reprodução anual, seja por dados de registros administrativos, seja por estimativas próprias, resultando na composição de quatorze indicadores, os quais foram agrupados em quatro blocos: condição de domicílio e saneamento; educação; saúde e renda. Estes blocos compõem o Isma e procuram identificar as condições de vida nos municípios do Estado, sendo que os índices variam de 0,0 a 1,0, o que propicia classificar os municípios, do melhor para o pior. Quando agrupados por regiões, neste caso por Conselhos Regionais de Desenvolvimento (Coredes), espelham um cenário regionalizado em nível macro e diversificado em nível municipal em que se visualizam as desigualdades. Apresentamos os resultados do Isma e seus blocos para os municípios e os Coredes, com a análise do desempenho de 1998 em relação à média do período 1991-96, destacando também os indicadores mais carentes. Assim, o presente trabalho pretende ser um instrumento auxiliar mais próximo da realidade das condições de vida nos municípios, com informações atualizadas anualmente, para o estabelecimento de prioridades nas políticas públicas.
