A oferta de moeda e sua relação com o crescimento econômico local

Este trabalho consiste na verificação da influência da moeda, mais especificamente da oferta monetária, no crescimento econômico de uma pequena economia aberta e federada, como é o caso dos pequenos e médios municípios no Brasil. Para tal foram destacadas duas hipóteses básicas: endogeneidade da moeda na economia local em interação com o fluxo de rendas com o exterior; e inconstância da velocidade de circulação da moeda internamente. Objetivando testar essas hipóteses foram efetivadas simulações de eventos reais em um modelo local de Balanço de Pagamentos, procurando-se verificar laboratorialmente o impacto das relações externas na base monetária interna. As simulações confirmaram a hipótese keynesiana de que a moeda afeta a parte real da economia, assim como confirmaram a endogeneidade da oferta de moeda na economia local, no caso específico, e apontaram para a inconstância na velocidade de circulação da moeda internamente. Nesta direção, pode-se defender que o crescimento econômico em uma pequena economia aberta e federada é dependente de sua liquidez monetária interna. Essa liquidez é condicionada fundamentalmente pelo desempenho econômico do setor básico, notadamente pelas exportações, enquanto captador de moeda por sua comunicação com o exterior e, secundariamente, pelo desenvolvimento do setor não-básico, como um dos determinantes da velocidade de circulação da moeda.
