AN ANALYSIS OF PUBLIC EXPENDITURE AND FISCAL MANAGEMENT IN LPAS MINING MUNICIPALITIES

Abstract

The aim of this study was to perform an analysis of public spending and fiscal management, with a view to observing their influence on municipal development, emphasizing the municipalities belonging to local productive arrangements (LPAs). Secondary data were used from the FIRJAN and IMRS FJP databases, referring to the municipalities of Minas Gerais, from 2006 to 2016. Exploratory data analysis, Mean Tests and Regression Analysis were performed, supported by the SPSS® software. Two proxies were used for development: IFDM and GDP per capta. We contacted the mean difference in the municipalities that are applicants and not belonging to LPAs. It was observed that in the former there are greater effects on socioeconomic development. Results that offer indications of action for public managers and reinforce the understanding that by choosing to support municipalities that are part of LPAs, we have more conditions to foster development.
