An analysis of refugees, immigrants and non-governmental actors, as a mechanism for the enforcement of personality rights in the municipality of Maringa-PR, Brazil

It is human nature to search for a better quality of life for themselves and their families, which can occur through healthy and optional migration processes, or in search of refuge, when the lives of the individuals in question are at risk. The constant increase in armed conflicts around the world has made Brazil a reference center for refugee reception, mainly due to its welcoming legislation. However, the State, in its various spheres, cannot meet the growing demand. Therefore, the objective of the research is to discuss migration in the country with a focus on the municipality of Maringá-PR, and to discuss the performance of the third sector in recent decades for social causes and its influence on the consolidation of the very personal rights of refugees. The research methods used were bibliographic (in terms of procedure), exploratory (in terms of objectives), and deductive (in terms of approach), concluding that both direct assistance by the third sector to refugees and immigrants, as well as the intermediary between the asylum seeker and the government, are fundamental for the realization of their rights.
