Decolonizing human rights: A debate on juvenile lethality, state and terror

The objective of this text is to reflect on practices that violate human rights, expressed by voices from the peripheries, when institutional violence permeates their daily lives, in which, recurrently, young people have been the main target. In this way, the concept of 'State terrorism' emerges as a narrative produced by pain, but also as a way of announcing that the presence of the State in a violent way in the outskirts puts at risk, especially, the lives of poor young people and black. The proposal is to reflect on the State, terror and juvenile lethality, from a decolonial perspective of human rights, in dialogue with a policy of affections, based on a loving ethic as designated by Bell Hooks and by the recognition of differences as a policy enunciated by Nancy Fraser. Finally, the case under analysis will be the Chacina do Curió, an event that murdered 11 people, most of them young people, which led to public security professionals assigned to the Ceará Military Police.
