Education in human rights: Analyzing government proposals

Abstract

The purpose of this article is to understand the interconnections between Human Rights and Education, focusing primarily on the study of public policies related to Human Rights Education (HRE). The aim is to critically analyze the characteristics, potentials and limitations of the National Plan for Human Rights Education, the National Human Rights Program, the National Guidelines for Human Rights Education, and the Human Rights Education Handbook. The methodology employed is documentary research. The article is structured around three aspects: i) the study of official documents on HRE; ii) the analysis of concepts and connections between democracy, citizenship, human rights, and education; iii) the sharing of key research inferences. The initial hypothesis that there are considerable discrepancies between it was proclaimed in official documents and the concrete guidelines used by the Federal Government was confirmed during the research. The relevance and space that EDH has gained in government plans and programs are undeniable. On the other hand, its feasibility has been significantly compromised, due to the topic being treated exclusively as educational guidance and the notorious lack of specific funding for implementation.
