Abstract

This article discusses the intense migratory flow nowadays to Brazil, and more specifically to Rio Grande do Sul, and how the relationship with immigrants in the territory has taken with the community, from the perspective of access to rights, services and the guarantee and implementation of public policies of the State that are made possible by new agents: universities and their extension projects. From the theoretical framework, with emphasis on the Theory of Structuring of Giddens, and from a qualitative analysis, made from interviews throughout the year 2018 and 2019, it was verified the performance of extension projects in Rio Grande do Sul with two federal universities that provide services to immigrants and interact with the state and the community. It was possible to analyze that many of these services and the very guarantee of rights by the State, were made possible through these universities, which demonstrates, first, its important role as an agent in the structure and, second, its proximity and commitment to the social and to the community, even at a time of constant budget cuts and project financing by the federal government.
