Governança Local e Democrática em Dois Municípios da Grande Florianópolis: estudo sobre Conselhos Municipais e Políticas de Sustentabilidade

O tema deste artigo é a democracia e o processo de descentralização administrativa na região da Grande Florianópolis, com destaque para a capital, Florianópolis, e para São José, um município adjacente. O governo estadual catarinense, sob a gestão de Luiz Henrique da Silveira (PMDB), teve início em janeiro de 2003 com a proposta de reforma administrativa focada na idéia de descentralização. Uma grande mudança legislativa e estrutural tem sido desde estão promovida, com novas instituições, como os Conselhos de Desenvolvimento Regionais e as Secretarias Regionais de Desenvolvimento. Na pesquisa buscou-se saber se há estruturas de governança local em condições de apoiar o processo descentralizador, ou seja, entender quais conselhos municipais estão em funcionamento, quais são suas principais características sociopolíticas e administrativas. Os conselhos municipais representam a possibilidade de expansão e qualificação da democracia participativa, expressando a cultura cívica (capital social). A pesquisa foi qualitativa, com perfil exploratório e descritivo, além de interpretativo. O estudo mostrou, entre outros dados, que há grande desinformação sobre os conselhos municipais entre os órgãos das prefeituras da região e não somente na sociedade civil, com exceção dos casos de Florianópolis e de São José.
