Análise das Abordagens da Atividade Turística no Plano Diretor de São Sebastião - SP

O paradigma do desenvolvimento tem direcionado o olhar para as vocações regionais. O objetivo deste trabalho foi verificar como o Plano Diretor de São Sebastião – SP retrata a atividade turística como elemento promotor do desenvolvimento regional. A pesquisa caracteriza-se como exploratória, com coleta de dados bibliográficos e documental, de abordagem qualitativa. Verificou-se que a atividade turística é tratada como a principal vocação regional, dado seu retorno social, econômico e ambiental, que se mostra ser mais equilibrado em relação às outras atividades existentes no município. Percebeu-se, no entanto, que existe uma dificuldade para incorporar concretamente a participação da população, um dos pressupostos do desenvolvimento tal qual pregam as abordagens contemporâneas sobre o tema, mesmo após a revisão do Plano Diretor.
