No dizer das vozes locais: revisitando a experiência de Montes Claros/MG com incentivos fiscais federais nos anos 1960-1980

O presente artigo visa analisar a experiência de Montes Claros/MG com a política de incentivos fiscais da SUDENE a partir da década de 1950, a partir de dados secundários e relatos dos atores sociais relevantes. Optou-se pela utilização de uma pesquisa descritiva em relação aos fins, e de campo em relação aos meios. Como técnica de pesquisa propôs-se utilizar um estudo de caso. Foram entrevistados 40 representantes de instituições locais relevantes. Concluiu-se que a redistribuição espacial da atividade econômica advindo da macropolítica de incentivos fiscais, ao desconsiderar o nível local de interação entre os diferentes agentes, criou efeitos inesperados. Na análise do presente caso, o efeito inesperado da política de incentivos fiscais federal foi a falta de preparo do empresariado local para gerenciar adequadamente os recursos federais direcionados ao município. Isso resultou em uma série de experiências de fracasso na região que deram origem ao “cemitério de indústrias”.Downloads
