Clusters: os distritos industriais dos países em desenvolvimento

Os “
clusters” constituem um fenômeno freqüente nos países em desenvolvimento (PEDs), embora bastante heterogêneos em termos de origem, de estrutura, de princípios de organização, assim como em termos de trajetórias e perspectivas de crescimento. Apesar de sua importância nestes países, os estudos são poucos e relativamente recentes. O objetivo deste texto é apresentar algumas características mais globais dos clusters em termos de mercado de trabalho, estratégias de funcionamento e de instituições locais de apoio, assinalando suas conexões com a dinâmica dos sistemas produtivos locais (SPL) europeus. Mostramos também em que sentido o quadro de análise do SPL pode ser útil para abordar pontos importantes do desenvolvimento dos PEDs e apresentamos algumas sugestões de aspectos importantes a investigar em pesquisas futuras sobre os clusters.
