IMPLEMENTATION OF THE NATIONAL SCHOOL FEEDING PROGRAM (PNAE) IN PATOS DE MINAS-MG

Case study of a family farming association in Patos de Minas-MG, on the institutional market of the National School Feeding Program (PNAE), in which we aimed to understand its implementation process. We developed a qualitative research, with literature review, documentary research, free observation and semi-structured interviews. The creation and development of the association merged with the process of implementation of PNAE purchases, imbued with strong instrumentality regarding the legal obligation to formalize the group, which took place in a tutelary manner, with the protagonism of external agents. After the first three years of little progress, difficulties and relevant institutional changes, there has been an increase in food purchases, membership and an improvement in the organization of the association. We identified the protagonism of its mayor and mayor, permeated by autonomous actions and surrounded by a high degree of discretion, the latter being identified as a "street-level bureaucracy".
