The homeless population in two global metropolises: São Paulo and New York

Despite the objective of eliminating critical (or extreme) poverty by the Charter of the Organization of American States, by the International Covenant on Economic, Social and Cultural Rights, by the Brazilian Constitution itself, and by the 2030 Agenda, the problem has only worsened, and This worsening and persistence contributes decisively to the quantitative increase in the homeless population. The research aimed to answer whether it is possible to solve or reduce to reasonable levels the existence of the group of homeless people in the main Brazilian metropolis, São Paulo, through the comparative method, by comparing the programs and public policies of New York, the main metropolis of the richest country in the world. If not, we must answer how to guarantee the success of our programs and public policies for the sector. Studies have shown that the healthy functioning of State institutions can contribute not to the solution, but to the mitigation of the problem.
