Evolution of human rights in the fight against gender-based violence: An analysis of target 5.2 of the Sustainable Development Goals of the 2030 agenda

Abstract

Gender-based violence is a global social phenomenon that affects signatory countries of the United Nations (UN), in different ways, but having in common the violation of female human rights, as provided for in the Convention on the Elimination of All Forms of Discrimination against Women of 1979. In 2015, the UN announced Agenda 2030, with Sustainable Development Goal 5 aimed at gender equality and female empowerment, as well as Goal 5.2 aiming to eliminate gender-based violence. Thus, the objective is to study the evolution of female human rights, therefore, the legal instruments to combat gender-based violence. That said, in view of the UN Agenda 2030, the main objective is to study the evolution of human rights in combating gender-based violence, also critically analyzing Target 5.2 of the Sustainable Development Goals of the 2030 Agenda. Regarding specific objectives: 1) address theoretical and historical discussions about the evolution of female human rights and the international and national legal frameworks for combating gender-based violence; 2) research the general aspects of the UN 2030 Agenda and its Sustainable Development Goals; finally, analyze in detail Goal 5.2 of the Sustainable Development Objective of the 2030 Agenda, with a view to providing an accurate look at Brazil's challenges in achieving this goal. Regarding the methodology used, it will be a qualitative approach, in which exploratory research is carried out, as well as a bibliographic review and historical reconstruction on the topic with the collection of statistical data on the object. As a result of the research, it was found that there is a worldwide movement towards mitigating gender inequality, as well as trying to reduce gender-based violence, even though Brazil has structural and social problems that make it difficult to fully achieve Goal 5.2, mainly policies public services in this area are still insufficient and still require more improved and effective work.
