The National Education Plan (PNE) and higher education between brazilian regions

The National Education Plan (PNE) 2014-2024 provides as one of the goals for higher education, to raise the gross enrollment rate, especially in the public segment. However, when observing the data related to the achievement of this goal, there is a context of regional inequality in Brazilian higher education, notably more expressive in the North region of the country. The history and models of universities are used as important sources of investigation to reflect on the current status of higher education and, in particular, on the fulfillment of this goal. This research is characterized as exploratory and descriptive and was carried out through a bibliographic and documental survey, with a quali-quantitative approach. As a result, the existence of heterogeneities between the regions of the country was demonstrated, as well as the need to implement public policies that enable the expansion of access from the perspective of democratization, combating regional inequality in higher education in the country. Furthermore, it is important to consider the need to contain private sector growth and public sector expansion to equalize these asymmetries.
