Management, Governance and Compliance: the case of the water transfer of São Francisco

Abstract

Water management and governance has been one of the most serious problems to be faced in this millennium. In this wake, water transposition has been presented to solve a scarcity scenario. However, it is necessary to take into account the problems that still exist in water management and governance, such as fragile decentralization, the absence of solid planning, trained people and participation. Therefore, the research question that arises is to what extent has the management and governance of the east axis of the transposition been carried out within minimum compliance parameters? It is intended to characterize the application of the term management and governance in the case of the transposition of the São Francisco River, analyzing the performance of the actors involved in this dynamic in the context of rules to be followed, verifying the extent to which compliance indicates the failures of this complex process water transfer in the case of the east axis. This is done through a bibliographic survey and document analysis. There is a lack of a management and governance structure that can predict risks and effectively solve problems that occur in works of this magnitude. It is necessary to implement a compliance system in the management and governance of the east axis of the transposition.

José Irivaldo Alves Oliveira Silva, Universidade Federal de Campina Grande (UFCG)

Doutor em Ciências Sociais. Doutorando em Direito e Desenvolvimento.Mestre em Sociologia e Especialista em Direito Empresarial. Possui graduação em Ciências Jurídicas pela Universidade Estadual da Paraíba (2002). Exerceu o cargo de Analista Judiciário do TRIBUNAL DE JUSTIÇA DA PARAÍBA durante sete anos. Tem experiência no magistério superior, com ênfase em Direito Ambiental, Empresarial, Consumidor, Teoria Geral do Estado e Introdução ao Estudo do Direito, Sociologia Geral e Jurídica. É doutor em ciências sociais. É professor efetivo do curso de Gestão Pública da Universidade Federal de Campina Grande, Ciência Sociais e Educação do Campo, no Centro de Desenvolvimento Sustentável do Semi-árido (CDSA). É pesquisador com ênfase em conflitos ambientais, meio ambiente, sociedade de risco, legislação ambiental e políticas públicas. É membro atuante em diversos grupos de pesquisa, seja como líder ou membro, quais sejam: Direito, Estado e Desenvolvimento Sustentável; Instituições, Gestão Pública e Desenvolvimento Sustentável; cujas linhas de pesquisa são: direito e ecologia política: e o uso e acesso aos recursos naturais; ecologia política e políticas públicas, designer institucional e desenvolvimento sustentável. Encontra-se envolvido com núcleo de estudos em meio ambiente, desenvolvimento sustentável e território. Outro destaque que podemos fazer é sua atuação extensionista preocupada com a capacitação das comunidades e a disseminação do conhecimento na sociedade, norteada pela preocupação estabelecer uma relação profícua entre universidade e comunidade. Sua atuação na docência já conta com passagens por outras instituições de ensino superior, tendo desenvolvido até o presente momento atividades de ensino, pesquisa e extensão. Mestranda em Gestão e Regulação de Recursos Hídrico - ProfÁgua pela Universidade Federal de Campina Grande (2018). Possui graduação em Ciências Contábeis pela Universidade Estadual da Paraíba (2016). Tem conhecimento na área de Contabilidade Ambiental, com ênfase em Recursos Hídricos, atuando principalmente nos seguintes temas: recursos hídricos, gestão ambiental e desenvolvimento regional.
